Outstanding Achievement in Technical Assistance
The Award recognizes the State Association who demonstrated outstanding on-site technical assistance to their member utilities during 2011. Technical Assistance is offered by the ARWA in many service categories with some of the most common including leak surveys, valve locations, smoke testing, sewer camera videoing, water and wastewater rate studies, source water assessments, emergency response assistance as well as other services upon request.

USDA Honors Rural Water for Disaster Response

When Emergencies occur in Alabama, Do you think ARWA?

The Alabama Rural Water Association in partnership with the Alabama Emergency Management is considered the primary 1st Responder for water and wastewater emergency needs. During the most recent tornado disaster in Alabama on April 27th, the ARWA assisted 31 water systems in North Alabama with auxiliary generator assistance coordinating generator matches and delivery of over 40 portable generators. Within 24 hours of the storm's devastation the first generator was delivered to impacted areas.

Emergency Response is an opportunity for the ARWA staff to help it's members and their customers. When an emergency occurs, the ARWA staff never stops seeking and offering every avenue of assistance possible until it is felt that member utilities are getting their normalcy back in order. All of the ARWA staff is willing to devote around the clock assistance throughout damage assessments, clean up, and recovery. Never once does anyone stop to think that someone else may notice and want to recognize your efforts.

This is why the USDA, Washington, D. C. recognition recently in Louisville, KY, during the NRWA H2O-XPO came as such a surprise.

The USDA and Rural Utilities Service honored six states for their response to a number of 2011 natural disasters. State Rural Water Associations from Alabama, Mississippi, Missouri, New York, North Carolina and Vermont each received recognition for their response to natural disasters impacting their states during 2011.

"In 2011 we had a record number of weather-related disasters," explained Jacki Ponti-Lazaruk, Assistant Administrator, Water and Environmental Program, "Through all of them USDA relied on circuit riders and the network of the rural water associations to assess, assist and report to us."

Those disasters included five separate tornado events, two floods and Hurricane Irene. In each case a great deal of the media attention and emergency response was focused on large cities, while rural water concentrated on small communities.
"The fact is you guys were ready," Ponti-Lazaruk said. "While everyone else was focusing the attention on those areas, Rural Water Associations were sitting down, sharing lessons learned from prior events, staging equipment, then handling things as they came about."

Kathy Horne, Executive Director accepted the Award on behalf of the ARWA.
