The Alabama Water Resources Act (Act Number 93-44, codified as Code of Alabama 1975, Article 9-10B-1, et seq.) legislatively established the Alabama Office of Water Resources (OWR) and a division of the Alabama Department of Economic and Community Affairs (ADECA) with oversight by the Alabama Water Resources Commission.
The Alabama Office of Water Resources is responsible for the planning, coordination, development and management of Alabama's ground and surface water resources.

water or more per day and irrigation users with the capacity to use
100,000 gallons of water or more per day;
- Representing the State of Alabama in the interstate water issues
involving the Alabama-Coosa-Tallapoosa and Apalachicola-Chattahoochee-Flint
River Basins;
